Programmes that disappear from the source dataset are kept as delisted and can be shown deliberately. That way you can check at any time whether a previously researched programme still exists - nothing disappears without a trace.

Yes. The synchronisation only needs network access to the official export interface and can be controlled per installation; the operations view with log and manual trigger sits right in your administration on self-hosted installations. In air-gapped environments without network access, the catalogue stays at the last synchronised state.

The module can be switched off per tenant and is controlled via its own permission resource: you assign read permissions per role. The AI assistant and external AI clients are subject to the same permissions as the interface on every access.
