Project type: Public-sector projects

Accountability is not busywork. It is built in.

Recorded gate decisions, status reports with frozen values, a decision register and a complete audit trail - your initiatives stay traceable, from resolution to handover.

Sound familiar from your administration?

Four patterns that slow public-sector initiatives down - long before the next audit report arrives.

Every inquiry becomes a file hunt

Council, press or auditors ask - and the current state is spread across folders, inboxes and spreadsheets of three offices.

Resolutions fade between sessions

The committee meets every eight weeks. What was resolved sits in a minutes attachment - what became of it, nobody knows reliably.

Deadlines are set by someone else

Funding deadlines, council dates, statutory cut-offs: external dates set the pace, yet in the plan they are a note instead of an anchor.

Many participants, unclear responsibilities

Offices, external contractors, advisory bodies: everyone contributes - but who decides and who delivers often only becomes clear in conflict.

Proposal

The motion becomes a recorded decision

The initiative starts as a project proposal with category, tier and cost-benefit estimate. The gate decision - go, hold or recycle - is formally recorded and advances the stage automatically. Nothing stays in limbo.

Structure

Responsibilities are settled before work begins

The project structure builds from phases, work packages and milestones; roles and permissions are granted on four levels per area - down to field level. External contractors and advisory bodies stand in the roster without their own account.

Committees

The steering committee never starts from scratch again

The session runs as a meeting series with live minutes and attendance - present, absent, excused. Open items and resolutions roll up across all sessions; the minutes go out to members as a PDF.

Status

The report keeps what it reports

The status report pre-fills from the project state and passes an approval step for the four-eyes principle. From approval on, the values are frozen - the state at the reporting date stays provable even as the project moves on.

Knowledge

Procedural knowledge stays in the house

Procedure docs and templates - from decision pages to meeting notes - live in the wiki with a verified badge and review interval. The next initiative starts with reviewed knowledge instead of a folder hunt.

In between, the other modules take over: BPMN-style approval processes with deadlines in working days, risks with fixed review cycles, utilization across offices and metrics that consolidate across all initiatives.

Reliable in procedure, pragmatic in delivery

Public-sector initiatives need clear phases and evidence - and flexibility in the delivery in between.

Where most public-sector initiatives work

In the container concept every level carries its own way of working: the procedure runs classically with phases, gates and fixed dates, while working groups organize their delivery on boards. HERMES- and PM²-style phase models map directly onto the project structure.

However special each initiative is - they all report to council uniformly

Approved status reports, ratings and metrics consolidate automatically across all initiatives. Leadership and committees compare at a glance - without a collection drive before every session.

Public-sector organisations already working this way

Two routes into the same structure: the focused start inside a funded project - and organisation-wide operation across every department.

Starting point

Projects arose from the requirements of individual departments and were organised with Excel spreadsheets, document repositories and email threads. There was no central overview of ongoing undertakings.

Constraints

As a public-law corporation it is subject to procurement law, high data-protection and IT-security requirements, and particular care in handling sensitive health data. The trigger was an externally funded innovation-fund project with a fixed timeframe and reporting obligations towards external bodies.

Approach

Adoption was deliberately incremental - first within a clearly bounded project context, then along interest and concrete need rather than as an organisation-wide rollout. The most-used capabilities are the Kanban board and the assignment of responsibilities.

Especially on complex projects, a clear overview of tasks, responsibilities and current project status is decisive. WORKSPACE.PM helps us establish that transparency centrally.

The town of Springe uses WORKSPACE.PM as its central project and portfolio management solution - for all employees across every department. Instead of isolated project islands per department, all undertakings are steered on one shared data foundation.

The figures on KVT come from the joint case study. There, usage currently focuses on selected projects; broader portfolio steering is still being built up.

No extra burden for the offices

The most common objections from administrations - and what WORKSPACE.PM answers them with.

The AI makes the first move

The resolution document as a PDF becomes a project profile, the profile becomes a structure with milestones, plus suggestions for risks and countermeasures. Your team reviews and adjusts - instead of starting with an empty project.

Your records stay your records

New documents from the project file, meetings and wiki land automatically in your own DMS - via the CMIS standard (e.g. enaio, d.velop d.3), SharePoint or S3. Governance stays with the house.

Data protection with evidence

Generate the data processing agreement under Art. 28 GDPR right in the product - with an immutable version history. Operation as SaaS, managed hosting or on-premises.

Frequent questions from public administration

Answers to the most important objections before you start.

You map the phase and gate logic of both methods directly in the project structure - with quality gates, milestones and recorded decisions. The method pages on HERMES and PM² show the implementation in detail.

No - and we don't claim it is. WORKSPACE.PM runs your initiatives; record keeping stays in your DMS. New file uploads can be redirected there automatically via CMIS, SharePoint or S3 - one active provider at a time, existing files remain unchanged.

Gate decisions are formally recorded, resolutions carry status and owners, report approvals freeze the values - and the audit trail shows completely who changed what, when.

Participants get accounts with four-level permissions per area, controllable down to field level; project-specific roles such as “guest” or “reviewer” are possible. Whoever should only be documented - advisory bodies, for instance - stands in the roster without an account.

Approved status reports with ratings, the project profile as a PDF one-pager for steering committees and, if you wish, documents from your own Word templates - up to date from the same data.
